0.9m CCD Camera Readout Times with Torrent Controller

This is a list of readout times and bias levels for the CCD camera at
the CTIO 0.9m with the Torrent Controller that was installed in May
2016.  As expected, the readout times are *very* consistent from one
frame to the next, varying by only one or two milliseconds.

The following tests were done by SMARTS Fellow Eliot Vrijmoet in
October 2018.
